<p>Russell Vann, 54, right, was one of 20 defendants named as alleged members of &#8220;a criminal enterprise responsible for the distribution significant quantities of heroin and the trafficking of firearms,&#8221; Prosecutor Peter E. Warshaw, Jr. said in a prepared announcement.</p>
<p>Two other men arrested in the sweep and previously identified as Red Bank residents were not named in the indictment. They are Charles Dixon, 54, and Raymond Jackson, 41.</p>
<p><span id="more-61282"></span>Vann, whose street address was not given, was among 40 people arrested in a series of raids last summer, the announcement said. The prosecutor contends Vann was a &#8220;mid-level&#8221; heroin dealer, one of a number of such alleged player who were</p>
<p style="padding-left: 30px;">indicted for racketeering conspiracy for their roles as “runners” who distributed, stored or collected money for the sale of quantities of heroin sold under Stevenson’s supervision and at his direction.</p>
<p style="padding-left: 30px;">During the course of the investigation, approximately 200 bricks of heroin, a quantity of cocaine and approximately $72,000 in U.S. currency was seized. The heroin seized has an estimated street value of approximately $50,000.</p>
<p>Vann was charged with multiple counts of drug possession and conspiracy, including the intent to distribute drugs in a public housing complex. He is not charged with any weapons-related offenses.</p>
<p>He was being held of $350,000 bail, with no option to post 10 percent, and facing a bail source hearing, the prosecutor said.</p>

<p><span id="more-60873"></span>The first involved a stop of a vehicle on Shrewsbury Drive near Osprey Lane for speeding at about 10:20 p.m, said Chief Richard Tobias.</p>
<p>Lieutenant Scott Paterson and Patrolman Anthony Ciambrone approached the vehicle and saw, in plain view, open containers of alcohol, Tobias said.</p>
<p>The driver, 18-year-old Michael Alonzo, of Crabapple Lane in Rumson, was arrested and charged with underage<br />
driving while intoxicated, reckless driving, and possessing an open container in a motor vehicle. He was also charged with providing alcohol to underage persons.</p>
<p>Four of Alonzo&#8217;s five passengers were also charged with possession and consumption of alcoholic beverages in a car: Sachi and Luke Bahra, both 18, of Washington Avenue, Rumson; Michael Nociolo, 18, Forrest Avenue, Fair Haven; and Brian Truex, 18, Forman Street, Fair Haven.</p>
<p>A 17-year-old juvenile was released to the custody of a parent, Tobias said.</p>
<p>In the second incident, Ciambrone was on patrol at about 11 p.m. Sunday when he saw a motorcyclist fall off his bike as he headed east on Rumson Road near Ward Avenue, Tobias said.</p>
<p>Rudolph Kastner of Paradise Trailer Park, Highlands, was arrested and charged with driving while intoxicated, refusal to submit breath samples, driving while revoked, driving without a license, and reckless driving. In addition, he was arrested on multiple warrants out of the Borough of Highlands, Tobias said.</p>
<p>Kastner was transported to Riverview Medical Center in Red Bank, for injuries sustained during the accident.</p>
<p>Court dates in both incidents were scheduled for May 23.</p>

<p><a href="http://www.redbankgreen.com/2012/../images/2009/06/call-in-the-authorities.gif"  rel="lightbox[roadtrip]" rel="lightbox[roadtrip]"><img class="alignright size-full wp-image-6611" title="call-in-the-authorities" src="http://www.redbankgreen.com/2012/../images/2009/06/call-in-the-authorities.gif" alt="call-in-the-authorities" width="147" height="194" /></a>• On Wednesday, May 2, 2012 the Middletown Police Detective Bureau and Quality of Life Unit arrested Michael Cignarella, age 20, from Woodridge Avenue in Middletown, NJ, after police executed a search warrant on his home. Cignarella was charged with <strong>Possession of Marijuana, Possession of Drug Paraphernalia, Unlawful Possession of a Weapon (Stun Gun) and Possession of a Weapon for an Unlawful Purpose</strong> as a result of the warrant.</p>
<p><span id="more-60809"></span>Police also seized $445.00 in cash for possible forfeiture. Cignarella was held on $2,500.00 bail with a 10% option set by Judge James Berube.</p>
<p>The Middletown Police Department reports the arrests of the following subjects for various offenses:</p>
<p>• Christopher White, age 26, from Ambrose Court in Holmdel, NJ, arrested on April 30, 2012 by Patrolman Raymond Sofied on a <strong>Contempt of Court</strong> warrant issued by the Wall Municipal Court. He was released after posting $1,443.00 bail.</p>
<p>• Francis Liana, age 31, from Roxbury Road in Belford, NJ, arrested on April 30, 2012 by Detective Laurence Schachtel for <strong>Theft</strong>. He was released pending a court date.</p>
<p>• Roberto Ramirez, age 42, from Seabreeze Avenue in Middletown, NJ, arrested on April 30, 2012 by Patrolman Robert McNair on a <strong>Contempt of Court</strong> warrant issued by the Clark Municipal Court. He was held on $120.00.</p>
<p>• Lynn Moretti, age 40, from Jersey Avenue in Middletown, NJ, arrested on April 30, 2012 by Patrolman Robert Shannon on a <strong>Contempt of Court</strong> warrant issued by the Keansburg Municipal Court. She was released after posting $120.00 bail.</p>
<p>• Jeremy Lilly, age 20, from Hazlet Trailer Park in Hazlet, NJ, arrested on April 30, 2012 by Detective Kevin Gardiner for <strong>Receiving Stolen Property</strong>. He was released pending a court date.</p>
<p>• George Geiger, age 53, from West Shore Avenue in Keansburg, NJ, arrested on April 30, 2012 by Patrolman Robert McNair on a <strong>Contempt of Court</strong> warrant issued by the Middletown Municipal Court. He was held on $1,500.00 bail.</p>
<p>• Karen Born, age 53, from Beaver Place in Aberdeen, NJ, arrested on May 1, 2012 by Patrolman Michael Pintilie on a <strong>Contempt of Court</strong> warrant issued by the Middletown Municipal Court. She was released after posting $500.00 bail.</p>
<p>• Kaitlyn Dickie, age 22, from Mercury Street in Middletown, NJ, arrested on May 1, 2012 by Patrolman Michael Reuter for <strong>Violation of a Court Order and Harassment</strong>. She was released pending a court date.</p>
<p>• Samantha Gilch, age 20, from Glen Oak Drive in Middletown, NJ, arrested on May 1, 2012 by Patrolman Anthony Dellatacoma on a <strong>Contempt of Court</strong> warrant issued by the Red Bank Municipal Court. She was released after posting $165.00 bail.</p>
<p>• James Laurie, age 22, from Euclid Avenue in Keansburg, NJ, arrested on May 1, 2012 by Corporal Patricia Colangelo on a <strong>Contempt of Court</strong> warrant issued by the Middletown Municipal Court. He was released after posting $250.00 bail.</p>
<p>• Wayne Battista, age 36, from Brotherton Avenue in Locust, NJ, arrested on May 1, 2012 by Detective Adam Finck on a <strong>Contempt of Court</strong> warrant issued by the Middletown Municipal Court. He was held on $1,000.00 bail</p>
<p>• Daniel Woods, age 23, from Ramsey Avenue in Keansburg, NJ, arrested on May 2, 2012 by Patrolman Donald Coates for <strong>Obstructing the Administration of Law</strong>. He was released pending a court date.</p>
<p>• Jonathan Reyes, age 25, from Church Street in Nutley, NJ, arrested on May 2, 2012 by Cororal Thomas Meckier on a <strong>Contempt of Court</strong> warrant issued by the Keansburg Municipal Court. He was held on $230.00 bail.</p>

<p>• Acosha Storm, age 32, from Kimberly Court in Middletown, NJ, arrested on May 2, 2012 by Patrolman Antonio Ciccone for <strong>Simple Assault</strong>. She was released pending court date.</p>
<p>• On May 2, 2012 Corporal Keith MacDonald arrested a 17 year old female juvenile from Middletown, NJ, for Disorderly Conduct and Resisting Arrest. She was released pending a court date.</p>
<p>• Samuel Mitchell, age 44, from Seabreeze Avenue in Middletown, NJ, arrested on May 2, 2012 by Detective Kelly Godley for <strong>Aggravated Sexual Assault, Aggravated Criminal Sexual Contact and Endangering the Welfare of a Child</strong>. He was being held at the Monmouth County Correctional Facility in Freehold, NJ, on $450,000.00 bail set by Judge Thomas Scully of the Monmouth County Superior Court.</p>

<p>-Ptl. Reevey took a report of <strong>Identity Theft and Fraud</strong> from a Kemp Ave. resident where unknown actor(s) obtained victim’s personal information and attempted to make purchases using same.</p>
<p>-Ptl. Hostrup took a report of <strong>Criminal Mischief</strong> from a Kemp Ave. resident where unknown actor(s) broke the rear window of the victim’s vehicle.</p>

<p>-Ptl. Schneider took a <strong>Burglary</strong> report from a Lake Ave. resident where unknown actor(s) entered the victim’s home while she was out and removed items of value. Det. Dykstra is investigating.</p>

Lagrotteria arrested Eric Salzman, 49, West Milford and charged him with <strong>possession of Controlled Dangerous Substances (Heroin, Marijuana, Xanax and Adderall), Possession of Hypodermic Needles and Possession of Drug Paraphernalia</strong>. Mr. Salzman was held at MCCI on $5,000 bail set by Judge Newman.</p>

<p>-Det. Dykstra took a report of <strong>Identity Theft and attempted Fraud</strong> from a Second St. resident where unknown actor(s) were attempting to fraudulently obtain money from the victim using her identity.</p>

<p>-Ptl. Hostrup took a <strong>Theft</strong> report from a River Rd. business where a subject failed to pay for services and left the scene. Ptl. Hostrup is investigating.</p>
<p>• 4/22/12</p>
<p>-Cpl. Koetzner took a <strong>Theft</strong> report from a River Rd. resident where unknown actor(s) removed items from her home. Det. Dykstra is investigating.</p>

<p>-Det. Dykstra charged Philip D. Williams, 24, Neptune, Tyler J. Emmons, 18, Neptune, James Turetzkin, 19, Neptune City, Lauren A. Magaw, 21, Neptune and a 17 y/o Neptune juvenile with <strong>Criminal Mischief</strong> subsequent to an investigation and assistance from Wall Twp. and Spring Lake PD’s. Charges are related to vehicle windows being broken in January belonging to Borough residents.</p>

<p><strong>Theft </strong>reported on 4-21-12 but occurred on 4-17-12 in the area of <strong>Primary School</strong>. Victim advised that while at the school picking up child, dropped an envelope containing cash.  Upon return could not find the envelope. Ptl. Jorge Torres.</p>
<p><strong>Criminal Mischief </strong>occurring between 4-20-12 and 4-21-12 at <strong> W. Front St</strong>. Victim advised that unknown subjects knocked over to large flowerpots in front of business and destroyed the plants. Ptl. Garrett Falco.</p>
<p><strong>Burglary, Theft </strong>reported on 4-22-12 at  <strong>Hudson Ave</strong>.—one car detached garage.  Victim reported that unknown person(s) entered garage and removed auto parts.  Ptl. James Deponte.</p>
