55 w front 040215 1The quest for approval of a proposed 35-unit apartment building in downtown Red Bank was slowed Thursday night by another  document already in the developer’s pocket: an eight-year-old plan for 27 condos at the same site.

Members of the zoning board and neighbors of the proposed 55 West Front Street project, located opposite Riverside Gardens Park, were frequently flummoxed by how variances the developer is now seeking differed from those obtained in 2007.

“I wasn’t here when the original plan was approved, and I don’t know who on this board was,” a clearly frustrated board member Sean Murphy told the applicant’s lawyer, Peter Falvo.

25 w front 3 050214Pretty much equidistant from the northern end of Broad Street in Red Bank, two new businesses are revitalizing long-dormant storefronts on East and West Front Streets.

To the east, Renaissance Pilates has taken a chunk of space in what used to be Kislin’s Sporting Goods.

And on West Front, a decade of disuse and dilapidation is being reversed for the Red Bank Design Center, a furniture-and-finishes showcase to serve the interior design trade.

By this time next year, Fair Haven Mayor Mike Halfacre anticipates that the borough’s prized beachfront property at 78 DeNormandie Ave. will be open for public use.

First, though, a few things need to happen — including the demolition of the house that’s been on the property for 150 years, for one.

A formal naming, too, although the working title is “Robards Park,” in honor of the last resident of the house, Winifred Julia Decatur Robards.

Town officials also hope to answer the abiding question of what exactly to do with the property.

OPEN BOOK ON WEST FRONT

The hours of operation are, for now, limited — 1 to 5p, Monday through Saturday.

There are still lots of loose ends for the staff to attend to as they relocate from temporary facility two doors away. The old Eisner family living room, a baronial space that will house the New Jersey collection, is still off-limits as it gets unpacked and shelved.

But months late, the Red Bank Public Library reopened this afternoon after a 16-month, $1.6 million renovation. And within minutes of the doors opening, the facility had drawn several dozen regulars and curious first-timers to its sweeping space overlooking the Navesink River.

A new round of hearings on the Element, a proposed 35-unit apartment building in downtown Red Bank, began Wednesday night with concerns raised about parking adequacy and aesthetics.

Mayor Pasquale Menna called the appearance of the structure “bulky and not very inviting,” while several residents challenged a traffic consultant’s claim that the project’s on-site parking was sufficient.

HOT-TOPIC_03By a 5-4 vote, the Red Bank planning board advanced a proposed ordinance that would give a  a thwarted developer another shot at building on a downtown lot.

The issue, concerning a former nursing home site at 55 West Street, prompted sharp disagreement among board members that mirrored divisions at recent council meetings, with proponents arguing the measure is needed to end a long vacancy and opponents calling it an “end-around” to a zoning board decision.

“It just stinks,” planning board member and former Councilman Art Murphy said of the measure.
