A plan to replace the existing structure, rather than allow a return to a natural shoreline, was the subject of heated controversy in 2014. In the end, the borough council approved a $600,000 bond to cover the bulkhead and a second one at North Prospect Avenue, while agreeing to seek a “hybrid” approach that incorporated materials considered environmentally sensitive.
