FOUR CHARGED IN RED BANK MURDER

Two men and two women have been charged in the July 10 double shooting that left one man dead on River Street, the Monmouth County Prosecutors Office announced Friday.

Lahmeir C. Hill, 31, of Pemberton Borough (Burlington County) and Sadiq Palmer, 25, of Freehold Borough, were each charged with one count of first-degree murder, one count of first-degree attempted murder, one count of first-degree conspiracy to commit murder, and various second-degree weapons charges.

Simone K. Moultrie, 53, of Red Bank, was charged with one count of first-degree murder, one count of first-degree attempted murder and one count of third-degree hindering. Ticco K. Griffin, 29, also of Red Bank, was charged with one count of third-degree Hindering.

Mikal Muhammad, 36, of Red Bank, (pictured above) was shot outside 124 River Street and was pronounced dead at the scene. Another victim was treated and released from the hospital.

Neighbors said Muhammad, a music producer and father of a five-year-old son, had been living in California and had returned to Red Bank for a short visit. He was visiting friends who live at the River Street address when he was shot, they said. 

Charges against the four suspects were announced in a press release issued by the office of Monmouth County Prosecutor Raymond Santiago

“The investigation into the double shooting, led by members of the Monmouth County Prosecutor’s Office Major Crimes Bureau, the MCPO Narcotics and Criminal Enterprise Unit and the Red Bank Police Department, resulted in Hill and Palmer being identified as the individuals responsible,” the press release reads. 

In 2015, a Lamier Hill of the same age was arrested by the US Marshalls Fugitive Task force on a warrant for aggravated assault for a weapon after authorities said he pistol whipped a victim at the Monmouth Mall. A search of his car during his arrest resulted in additional charges when it turned up three bricks of heroin and loaded handgun.  

Hill and the three other suspects are currently being held at the Monmouth County Jail, according to the Monmouth County Sherriff’s Department inmate database

The victim in the July shooting on River Street, Mikal Muhammad, was described by family members on social media posts as a father of a five year old son.

“On July 10, 2024 a thief and coward crept into our lives and murder our Son Mikal,”his parents Michael and Theresa Muhammad wrote in a GoFundMe post following the shooting. 

In a follow up post the couple wrote,

“We thank those of you who shared a kind word of condolences or donations. They both were needed and invaluable . You cannot put a price on the kindness of friends or family at a time like this. Theresa and I would both like to thank you all for everything you’ve done, we will need some time to heal, reflect and make plans for a future without Mikal in it.”

Muhammed was a sound engineer and owner of the studio 27 Sounds in Ocean Township, according to his LinkedIn page.

The press release from the MCPO continues:

“Anyone with information regarding this investigation is urged to contact Monmouth County Prosecutor’s Office Detective Kayla Santiago at 800-533-7443 or Red Bank Police Department Detective Mike Zadlock at 732-530-2700.

The case is assigned to Monmouth County Assistant Prosecutor Michael Luciano of the Major Crimes Bureau. Information regarding representation for Hill, Palmer, Griffin and Moultrie were not readily available. 

Despite these charges, every defendant is presumed innocent, unless and until found guilty beyond a reasonable doubt, following a trial at which the defendant has all of the trial rights guaranteed by the U.S. Constitution and State law.”
