The proposal, for a vacant lot opposite Riverside Gardens Park on West Front Street, replaces a plan approved in 2007 for 27 condos to replace a since-demolished Meridian nursing home.
That plan called for a five-story structure with most of its parking underground.
The new proposal, by an entity called 55 West Front Street LLC, calls for a 35 rental units in a four-story building with a covered, at-grade parking garage for 47 cars. Vehicles would have access to both West Front and White Street, on which the property backs up in a long narrow strip next to the former Liberty Hose firehouse.
The garage would be topped by a sundeck.
Pastor John Lock of the Trinity Episcopal Church, located next door, told redbankgreen in January that one of his foremost concerns was drainage.
The plan requires variances for density, building height and minimum unit size. Some of the one-bedroom units would be less than the borough minimum 900 square feet.
