Shavani Green, 25, was charged with criminal mischief, possession of a weapon for unlawful purposes, resisting arrest, aggravated assault of a police officer and escape from custody, according to Police Chief Mike Frazee. He is being held at Monmouth County jail, according to the Monmouth County Sheriff’s Office inmate registry.
Frazee said Green wielded a five to six-foot metal pipe to smash the windows, then swung the pipe at Red Bank police officers responding to the incident. The officers used a taser to subdue him and he was taken to Riverview Medical Center where he tried to escape, Frazee said.
A state database of municipal court records show a man with the same name had a noon court date Thursday, March 19 in Red Bank Municipal Court for an April 26, 2025 arrest on charges of illegal possession of prescription drugs. Red Bank’s municipal court is housed inside Borough Hall at 90 Monmouth Street. The outcome of that proceeding was not available.
Police received the first report of the windows being smashed just after 9 pm.
Frazee said one officer was on security detail at the Count Basie Center for the Arts and two others inside police headquarters, which sits in a separate part of the municipal building. The officers were identified as Lt. Matt Ehrenreich, Froilan Hernandez and Frank Metta.
They converged on the scene simultaneously at about 9:11 pm, Frazee said.
“He was swinging a five to six-foot metal pipe, almost like a fence post,” Frazee said. He then swung the pipe at the officers, Frazee said. “During the struggle he was tased,” Frazee said.
There were no reports of injuries to the officers.
The windows are in the Finance Department on the first floor of Borough Hall. Three are completely smashed and were boarded up Saturday morning. The outer pane of a fourth double-pane window was also smashed and will need to be replaced.
The spree also destroyed a large portion of a whimsical neighborhood curiosity: the collection of solar-powered dancing figurines that sit on a desk just inside the office. (See a previous redbankgreen video about the collection below.)

The alleged spree also caused damage to equipment inside the building, Frazee added.
In May 2025, Red Bank Police Department blotters show a man matching Green’s name and age was arrested three times in one month. He was arrested again in June, according to reports.
Records also show previous arrests for Shavani Green for driving while intoxicated in September 2024 in Keansburg, July 2024 in Red Bank, and March 2024 in Shrewsbury.
